delivered the opinion of the Court:

This was an application to the county court, by William J. Johnson, treasurer and ex officio collector of revenues for the county of Cook, for judgment for the 8th installment of special assessment levied and assessed by the South Park Commissioners against the lands and lots described in the collector’s report of delinquent lands and lots. At the same term of court at which the application was made, Robert C. McChesney and J. H.
