[After stating the facts as above] The facts admitted by the pleadings, and stated in the reserved questions, raise the general question whether the State Treasurer, under our statutes relating to that officer, and the bond given by him, is liable for public funds in his possession, which have been lost by reason of the failure of a bank in which he had deposited them for safe keeping, he being without any fault, blame, or negligence.
