Petitioner Doyle J. Williams (“Williams”) was convicted of the capital murder of Kerry Brummett and sentenced to death in the Circuit Court of Clay County, Missouri, on November 13, 1981. 1 On July 21, 1986, Williams filed pro se a “Petition for Writ of Habeas Corpus by a Person in State Custody.” Petitioner seeks a new trial or a discharge from his conviction.
