This matter is before the Court on defendant State of North Carolina’s motion to dismiss pursuant to Federal Rule of Civil Procedure 12(b)(1) [DE 29], defendant Wake County Board of Elections’ motion to dismiss pursuant to Federal Rule of Civil Procedure 12(b)(6) [DE 27], and plaintiffs’ motion for leave to amend complaint pursuant to Federal Rule of Civil Procedure 15(a).
