CHAPMAN, Circuit Judge:

The appellee, The Maryland Casualty Company, sought a declaratory judgment concerning its liability to its insured, Arm-co, Inc., arising out of a suit brought against Armco by the United States. The underlying suit is a claim against Armco for reimbursement and injunctive relief because of an alleged endangerment to the environment at a hazardous waste site in Missouri. The question presented is whether the claim brought against Armco in Missouri constitutes a claim for “damages” as defined in the insurance agreement between Armco and Maryland Casualty.
