OPINION AND ORDER

ORRICK, District Judge.

Ferdinand Marcos, former President of the Republic of the Philippines, is presently involved in a lawsuit in the United States District Court of Hawaii. In the course of discovery, Marcos served a subpoena on Philippine Solicitor General Sedfrey Ordonez on August 20, 1986, during a recent visit of his to San Francisco. The subpoena required Ordonez to appear for a deposition on August 25, 1986, and to bring with him certain documents.
