This matter is before the Court on the motions of plaintiff Perpetual Building Limited Partnership (“Perpetual”) and plaintiff-intervenor Mutual Benefit Life Insurance Company (“Mutual Benefit”) for preliminary injunction against the defendants enjoining them from further acts characterized as unlawful, i.e., breach of contract, debarment, or suspension of Perpetual as a government contractor, from terminating nine commercial leases for office space in the Perpetual Building located at 1111 E Street, N.W., Washington, D.C., or from further withholding of rent…
