On December 2, 2002, Plaintiff filed suit against the United States for the injuries sustained from the accident under the Federal Tort Claims Act (“FTCA”), 28 U.S.C. § 1346(b). (Docket No. 1). On July 30, 2004, the United States filed a Motion for Summary JudgmentJDocket No. 19). Plaintiff subsequently filed her opposition. (Docket No. 23).
