The matter before the court is the disposition of appeals from the rulings of the Board of Elections of Allegheny County, Pa., on challenges to the validity of certain absentee ballots *547cast in the general election of November 2, 1965, for the offices of mayor and city council in the City of Duquesne, Allegheny County, Pa.
