Plaintiff challenges the United States Customs Service (Customs) classification of birch colored ski jackets entered July, 1985 as "[o]ther men’s or boys’ wearing apparel, not ornamented: [o]f manmade fibers: [n]ot knit: [ojther: [c]oats * * * [o]ther,” under item 379.95, Tariff Schedules of the United States (TSUS).
