Section 7 — 104(A) of the Illinois Human Rights Act (Act) (Ill. Rev. Stat. 1987, ch. 68, par. 7—104(A)) permits either a complainant before the Department of Human Rights (Department), or the Department, after a charge has been filed with the Department, to proceed in the circuit court to seek interlocutory injunctive relief pending administrative disposition of the charge pursuant to the Act.
