MEMORANDUM OPINION

SULLIVAN, District Judge.

I. Introduction

This action arises out of a solicitation by the Administrative Office of the United States Courts (“AOUSC”) for a new electronic mail system for the federal judiciary. Plaintiffs Novell Inc. and Software Spectrum, Inc.
