OPINION
BLEIL, Justice.
The Texas Department of Public Safety (DPS) appeals from a district court order that reverses an administrative decision upholding the suspension of Thomas Raffaelli’s driver’s license. 1 The questions on appeal concern whether the record of the administrative proceeding is properly before us on appeal and whether the trial court correctly concluded that the administrative law judge’s decision was erroneous and not supported by substantial evidence.
