Plaintiffs Doe Publius1 and Derek Hos-kins bring this civil rights .case under 42 U.S.C. § 1983 (“§ .1983”), challenging California Government Code § 6254.21(c) (“§ 6254.21(c)”) under the First Amendment, the Commerce Clause, and 47 U.S.C. § 230 (“§ 230”).
