The People, on the relation of O. E. Northrup and other relators, instituted a mandamus proceeding in the circuit court of Cook county to compel the appropriation and payment by the proper authorities of the city of Chicago of certain sums claimed by relators to be balances due on their respective salaries as aldermen of the city. Relators’ terms of office were for various periods of time between January 1, 1932, and December 1, 1935.
