Plaintiff Lisa Ann Phillips (“Phillips”) instituted this suit for damages and for declaratory and injunctive relief on behalf of her minor son, James Kinley (“Kinley”), alleging that Defendants (collectively “Anderson County”) conspired to deprive Kinley of his constitutional rights when they prohibited him from wearing a jacket made to look like the Confederate Battle Flag (“the Confederate Flag jacket” or “the jacket”) to Lakeside Middle School (“Lakeside”).
