Appellants, Virgil Dotson, et al. (Dotson) are presently before this Court to appeal an order of the district court denying their motions for enforcement and modification of two stipulations into which they entered with the City of Toledo (The City) and the Department of Housing and Urban Development (HUD). Dotson contends that the district court erred in failing to judge HUD’s compliance with those stipulations in accordance with the standard of “all necessary, reasonable and appropriate steps” as required by the 1977 stipulation.
