OPINION

NEWMAN, Justice.

The Commonwealth, Department of Transportation, Bureau of Driver Licensing (Penn-DOT) appeals from an Order of the Commonwealth Court that reversed an Order of the Court of Common Pleas of Montgomery County (trial court) upholding PennDOT’s suspension of Anthony T. Millili’s (Millili) driver’s license.
