The Commonwealth of Pennsylvania, Department of Transportation, Bureau of Driver Licensing (DOT) appeals from an *602order of the Court of Common Pleas of Allegheny County sustaining the statutory appeal of Patrick B. Karabinos from DOT’S suspension of his operating privileges pursuant to section 1547(b)(1) of the Vehicle Code.1
