The Sarpy County Board of Commissioners (Board) brought a petition in error to challenge a decision by the Sarpy County Land Reutilization Commission (Commission) to sell a piece of property within its inventory to the City of Springfield for $1, rather than open a bidding process to six private individuals who had submitted bids for the property. By statute, the Commission can either sell the property through a bidding process or give it to a government agency for public use.
