Dorothy Sample suffered from a variety of impairments, most notably recurring dizziness that she claimed severely restricted her ability to hold a job or to function day to day. In October 1988, she applied to the Secretary of Health and Human Services (“the Secretary”) for disability insurance benefits pursuant to Title I of the Social Security Act, 42 U.S.C. §§ 301 et seq.
