MEMORANDUM OPINION RE: PLAINTIFFS’ MOTION FOR A PERMANENT INJUNCTION

I. Introduction

Within the past year, this Court has had the opportunity to consider arguments associated with injunctions filed in two other cases brought by ' substantially similar Plaintiffs against the same Government Defendants.
