The sole issue in this certified appeal is whether certain documents created by an attorney who had been retained by the town of Rocky Hill (town) to conduct an investigation of the town’s police chief are subject to disclosure under the Freedom of Information Act, General Statutes § 1-7 et seq. The named defendant, freedom of information commission (commission), ordered the plaintiff, O. Paul Shew, the town manager of Rocky Hill (town manager),1 to provide the defendant, Edward A.
