OPINION AND ORDER

DUNCAN, District Judge.

This is a civil rights action brought for declaratory and injunctive relief against various public officials who administer the Columbus Public Schools, Columbus, Ohio. The cause of action arises under 42 U.S.C. § 1983 and the First and Fourteenth Amendments to the United States Constitution. Jurisdiction lies here pursuant to 28 U.S.C. § 1343(3). This matter is before the Court upon plaintiffs’ motion for summary judgment.
