This is the first of three companion cases we decide today addressing application of

the qualified immunity standard of Harlow v. Fitzgerald, 457 U.S. 800, 102 S.Ct. 2727, 73 L.Ed.2d 396 (1982), to situations in which the challenged official claims to have been motivated by national security concerns. See also Smith v.
