Plaintiff D. E. Lynch, Jr., appeals from orders of the Circuit Court of Iroquois County granting motions to dismiss the complaint filed by plaintiff in this cause. The action was instituted against individual members of the Iroquois County Board of Supervisors, the County Superintendent of Highways, and Langhome Bond, Secretary of the Illinois Department of Transportation.
