The pro se appellant seeks review of a June 5, 2000, decision of the Board of Veterans’ Appeals (Board or BVA) that denied his claim for Department of Veterans Affairs (VA) accrued benefits in excess of $7,165.01, representing the expenses he had paid for the burial of his mother, the widow of a veteran.
