OPINION

McKEAGUE, District Judge.

This is a civil action brought by a pro se plaintiff against the Internal Revenue Service and three employees of that agency. Plaintiffs pro se complaint seeks damages under various provisions of federal law. The complaint is virtually devoid of facts, but contains instead various political assertions and arguments in support of plaintiffs contention that he is not subject to the tax laws of the United States.
