*628This controversy is between N. B. Sewell and H. J. Allington, on the one side, and A. S. Bennett and Clyde R. Levi, on the other, each claiming places as members of the Workmen’s Compensation Board.

It arose in this1 way: On April 1, 1918, Allington was appointed a member of the board for a term of four years, and on April 1, 1919, Sewell was appointed a member of the board for a term of four years.
