ORDER
FORRESTER, District Judge.
This civil action, filed pro se by the plaintiff informa pauperis, is before the court for a frivolity determination pursuant to 28 U.S.C. § 1915(d). While it is the customary practice for this court to forward in forma pauperis lawsuits to the Magistrate for a determination of indigency, and then forward the file to a district judge for a determination of frivolity, prior to authorizing the service of process, in the instant case this procedure was not followed.
