The plaintiffs, including the town of Norwood, seek declaratory relief, pursuant to G. L. c. 231 A, concerning a controversy between Norwood and the Harvard Community Health Plan, Inc. (HCHP), over the proper interpretation of certain sections of G. L. c. 32B.
