INTRODUCTION
The Workers’ Compensation Court awarded Jose Mauricio Rodriguez benefits against Monfort, Inc., for vocational rehabilitation as well as other benefits which are not disputed in this appeal. Monfort applied for review by a review panel, alleging the trial judge erred in awarding vocational rehabilitation benefits and in not affording a rebuttable presumption to the court-appointed vocational rehabilitation counselor’s opinion that vocational rehabilitation was not warranted.
