Petitioner Donovan J.R. Blissett, appeals from an order of the United States District Court for the Northern District of New York (Howard G. Munson, Chief Judge), dated December 27, 1988, adopting the recommendation of United States Magistrate Daniel Scanlon, Jr. and denying after reconsideration a petition for a writ of habe-as corpus under 28 U.S.C. § 2254.
