Plaintiff Gordon Barton appeals from the district court’s grant of summary judgment to defendant Edward J. Clancy, Jr., mayor of the City of Lynn, Massachusetts (City or Lynn). Barton brought claims against Clancy for disability harassment, Mass. Gen.
