MEMORANDUM OPINION and ORDER

The ultimate issue in this appeal by Debtor, Regina Nachael Howell Foster, is whether the bankruptcy court’s denial of her motion to convert her Chapter 7 case *651to Chapter 11 was a proper exercise of the bankruptcy court’s authority under 11 U.S.C. § 105(a) to take any action or make any determination necessary or appropriate to prevent an abuse of process.
