Plaintiff Mr. Robert Trammell (“Trammell”) filed this action pursuant 42 U.S.C. § 1983, asserting that his constitutional rights under the Fourth and Fourteenth Amendments were violated when he was seized with excessive force and bitten by a “K-9” police dog. Trammell also asserts several state law causes of action over which this Court has supplemental jurisdiction pursuant to 28 U.S.C. § 1367. Trammell names as Defendants Bruce A.
