This appeal from a judgment entered in the Boston Municipal Court brings before us the correctness of a redetermination by the commissioner of the Department of Employment and Training (DET) concluding that National School Bus Service, Inc. (National), did not qualify as a “successor,” within the meaning of G. L. c. 151A, § 14(n), to the business of In City Boston Management/Transcomm Joint Venture.1 National’s mandated payments to the State’s unemployment fund were *446thus greater, based on its status as a “new” employer.2 After hearing, a DET review examiner affirmed the decision of the…
