OPINION & ORDER

PEREZ-GIMENEZ, District Judge.

Before the Court is Defendants’ Motion to Dismiss (Dkt.18) and Plaintiffs’ opposition to Defendants’ motion (Dkt.19). Defendants argue that the Court should dismiss plaintiffs’ compliant because (1) plaintiffs’ causes of action are time-barred (2) the Public Commission is a government agency shielded by the Eleventh Amendment of the United States Constitution and (3) the complaint never constituted a proper pleading since an attorney never signed it 1 .
