OPINION AND ORDER

STEWART, Magistrate Judge:

INTRODUCTION

This action was brought by plaintiff the United States of America (“United States”) against defendants James Patrick Brooks and Paul H. Casey, co-personal representatives (“PRs”) of the Estate of Henry J. Casey (“Estate”). The United States seeks to collect over $4 million in taxes which it claims was erroneously refunded to the Estate in May 1992. The sole residuary beneficiary of the Estate, a Washington nonprofit corporation called the Casey Family Program (“CFP”), has now filed a Motion to Intervene (docket # 17). CFP moves to…
