This is a quo warranto proceeding to try the title of appellant to the office of member of the Board of Education of s, school district in St. Clair County, composed of territory lying-partly within and partly without the city of East St. Louis, The said city has adopted the Act, approved June 19, 1885, “regulating the holding of elections and declaring the result-thereof in cities, villages and incorporated towns in this State.”' (3 Starr & Cur.
