I. BACKGROUND

On September 17,1998, Marie McGehee, a pro se litigant, brought this action against defendants Madeline Albright, Secretary of State of the United States of America, William Richardson, United States Representative to the United Nations, Newt Gingrich, (former) Speaker of the United States House of Representatives, and William Clinton, President of the United States (“U.S. Defendants”), and Kofi Annan, Secretary General of the United Nations.
