On February 24, 1953, the Redevelopment Authority of the City of Scranton, SRA, was created by resolution no. 3 of 1953 of the city council of Scranton for the purpose of “undertaking and carrying out various redevelopment projects in the City of Scranton.” (Petitioner’s exhibit no. 4, p. 3.)
