The plaintiffs, parents of seven students who prevailed in separate administrative proceedings brought under the Individuals with Disabilities in Education Act and the Individuals with Disabilities in Education Improvement Act (collectively, “IDEA”), 20 U.S.C. § 1400 et seq., bring this action against the District of Columbia (the “District”) for attorneys’ fees and costs incurred in those proceedings and for prejudgment interest.
