EDELSTEIN, District Judge:

This admiralty and maritime action involves a collision between two oceangoing vessels off the coast of Colombia. Plaintiff, Ocean Shelf Trading Inc., is a shipping corporation organized and existing under the laws of Panama that claims a principal place of business in New York. Its ship, the M. V. bingal Trader, is a Panamanian flag vessel based at Panama. Defendant Flota Mercante Grancolombiana S.A.
