Plaintiff, New Life Evangelistic Center, Inc. (“New Life” or the “organization”), filed the above-captioned matter on July 13, 2009, naming as Defendants, Kathleen Sebelius, in her official capacity as Secretary of the U.S. Department of Health and Human Services (“HHS”), and Paul F.
