The Baldwin Drainage District, comprising an area of approximately 86,000 acres, situated in Duval and Nassau counties, Florida, was organized by a decree of the circuit Court on January 19, 1916, under the several provisions of Chapter 6458, Acts of 1913, Laws of Florida (Sections 298.01 to 298.72, Fla. Stats. 1941). Shortly thereafter a meeting of the land owners of the drainage district was held; Supervisors for the drainage district were elected, and a firm of engineers employed, with instructions to make a survey of the land within the district, and prepare and submit to the supervisors…
