In September, 1923, there arrived at the port of Philadelphia the appellees, Domenico Ceeeoli, Mari-no Franeeseoni, Maria Branzetti, the latter’s daughter, Giuseppina Giovagnoli, all natives of the republic of San Marino, and two minor children of Maria Branzetti, namely, Fernanda Giovagnoli and N orina Giovagnoli, who were bom in Italy. They desired to enter this country.
