In this case, we decide whether appellant/cross-appellee Texas Association of Appraisal Districts, Inc. (TAAD) and cross-appellee the Property Tax Education Coalition (PTEC) are “governmental bodies” subject to disclosure of public information under the Texas Public Information Act (PIA). See Tex. Gov’t Code Ann. § 552.003(1) (West 2012); see generally id. §§ 552.001-.353 (West 2012). Appel-lee/cross-appellant Hart brought suit against TAAD and PTEC seeking disclosure under the PIA of those entities’ financial records for the years 2007 through 2010. The district…
