In 1953 the Barrow County Board of Education entered into two contracts with the Board of Education of the City of .Winder, by the terms of which the latter board agreed to teach or instruct certain school children of the county, both white and colored, residing outside of the area embraced within the City of Winder’s independent school system for a period of twenty-five years.
