Paragraph 1 of section 4 of article 8 of the constitution of Georgia, as amended in 1919 (Georgia Laws 1919, p. 66), in so far as it is material, reads as follows: “ Authority is granted to the counties and municipal corporations, upon the recommendation of the corporate authority, to establish and maintain public schools in their respective limits by local taxation.
